Well, I hate to sound mean, but... Try harder? I don't have a computer (I'm on a PS3), so I can't really prove it, but I did a s.HP, teleport kara cancel ultra.
Notice in Bison's trials, they have you s.HP then teleport? Ono stuck these sneaky combos throughout all the trials; Fei Longs trials inadvertantly teaching you his infinite, El Fuerte blantantly teaching you his infinite, Abel's teaching you how to use his infinite, etc.
The teleport comes first in the string, which is why it works.

And considering how tight you have to be to combo his ultra off a jump attack I don't think this will allow you to combo it off a ground normal.

Can you test if zangief would grab bison during this? I can see it being useful if you know the gief is going to ultra you
