It's when you strum without your left hand touching any frets.

Nivek150 &malpie999 - The actual tablature for the song is using the D & G strings. That's coming up from the bottom E B D G A E (final E being the "bass string") utilize only the D & G strings and strum them together using the pattern that Nivek150 learned. You'll notice an extreme difference in the actual sound. Hope this helps

Those are the fret numbers. So O means you strum without touching any frets. 2 means you hold down the second fret and strum. 5 means hold down the 5th fret and strum, and so on.
