@GodSince1994 well its has everything to do with the electricity. There is a small electic current going from the metal plate through the paper into the ruler causing the paper to burn. If tou held your hand at the top you would just end up burning yourself and not the paper.
it has nothing to do with the electricity, it's the heat from it that causes the burn. You could have done this without the metal, just try holding your hand on top of it for a few minutes
