It is knitted in two parts so that you get the beautiful scallops to BOTH ends of the scarf. If you knitted this scarf in one, it would have decorative scallops on one end of the scarf and not the other. (Therefore you need to join the two sections together).

I didn't understand something - what is the purpose of the bind off with the third needle? to make a round scarf...?
