carmex is bad for ur lips boo, use a lip conditioner... and the brand brand tart has a lip scrub and exfoliator that ur describing here or smashbox from sephora =]

i have this coastal scents palette and when they bright lipsticks started coming in style instead of buying a lipstick, i put clear lip gloss on and then i used eyeshadow from the palette to make the "lip stick" it works pretty good. it kind of makes it look like a lip stain afterwards.

but yeah, i do that if there's a certain color of lipstick that i like but dont want to waste money on before i buy it. <3
