JFK signed NSAM 263 in 1963 that ordered ALL US troops OUT of vietnam by the end of 1965.LBJ imediately reversed that order after JFK's murder.LBJ created the vietnam war.

@themeaningoflife38 well not exactly true. if you read the mcnamara/taylor report, the president signed it under the expectation that the US would have trained enough south vietnamese soldiers, to take over some of the duties of US soldiers by 1965. So this withdrawal was not to surrender to the commies, but was an expectation that diem gov't in saigon would step up and win the war. The dissatisfaction of his gov't led to more US involvement.

They both had plans for withdrawal in hopes of the diem gov't taking over and winning the war on their own. Its pretty obvious that johnson was carrying out basically the vision kennedy had in terms of us' role in the cold war.

For example in the summer of '63 he talked about committing us to Vietnam, that we would not allow Vietnam to fall. Also NSAM 263's policy was ONLY predicated on whether the South Vietnamese could demonstrate that they could take care of the war by themselves by 1965. We would not have withdrawn otherwise, it would seem weak on our part--and JFK already seemed weak because of the Bay of Pigs.

Hi, I have the answer up now on my channel (click on my user name). The vast majority of the tapes are of poorer quality than the ones I've uploaded. I've particularly tried to pick ones that are for the most part clear and can be understood without transcripts. That's also the reason I've focused on telephone conversations, which usually are clearer, rather than oval office or EOB recordings of meetings. There is extraordinary variation in quality with the Nixon Tapes.
