\/ \/ \/ he is right this is weird it is a glitch. I have never seen a goblins walk round the GE and I play runescape most days and never seen that. I may not go to GE ever day but like 1 day in about 5 I do not go to it. It is a good way to get people into my clan. Even though I am only level 45 I own a clan called 'Black Thunder' it is a smallish clan about 53 people with 2 level 100+'s and all can join 0+. there is a goblin in the G.E that comes in rare times and there is someone walking the way the goblin is walking replay this video and notice his clothes and thumbs up if you agree me.

@1master2able actually if you find the file that jagex uses to store information on your computer you do "monster id 557" FOR EXAMPLE and your whatever monster 557 is. in his case he may have found the goblin id. how do i know this? i play rsps all the time and i figured out much about what jagex do.

@Zeldon567 its a goblin potion from a oblin quest (i forgot which lol, havin a qp cape makes you forget all fun quests XD)

anyway, he just found a way to make the potion also work outside the area, thats all :P
