I suggest you watch a few of the movies that have come out of Afghanistan concern them since their ouster. Note: They are mostly subtitled Dari/Farsi language films. The only "stability" the Taliban offered was a stable safe haven for AlQaeda.

Progress doesn't come from stability, it comes from changing and adapting to changes in a structure. There was plenty of stability in the former USSR. Everyone knew their place. More troops? That technique, the only one the US understands, will not work for the same reason it failed in vietnam.

Promote the tribal councils, secular public education. Control of the borders is the best the US military can possibly hope to achieve and even then it will require a massive, massive diplomatic effort to appease the Iranian and Pakistani public. like I said however, the USA has no concept of this what-so-ever let alone how to do it.
