I really like this song, but it has been awhile since I've done anything with music (21yrs). In the title 2 and 15/16ths I know that 2 is the march beat and the 15/16ths is the off beat. Is that what we hear 2:00 min into the song.

Umm... Actually USS released their first album in early 2007.. Obviously you have just heard about them recently. Hollowpoint Sniper Hyperbole was on that first album and so, it has been a few years from when they first started. They definately did NOT just release their first cd in the past summer though...
