I don't think so. what makes you think that? The Host Club was trying to stop Tamaki from leaving with Eclair to go to France. They like building extravagant things anyway. In volume 6 Hunny and Mori's class were working with another class to recreate Rome or someplace in Italy on a slightly smaller scale in the gym with canals and everything. (It was still huge 'tho.)So anyway, I don't think that's the (actual) Eiffel Tower.
