Not really - you need lots of subsonic thrust, and for that you need either high-bypass turbofans or turboprops - both of which are near impossible to make stealthy as of now.

Back in the late '80s & early'90s, Propfans were going to be the next big step in efficiency: turbofan speed with turboprop fuel consumption. Pratt & Whitney and GE were working on them, but, as we can see, the noise problem couldn't be overcome. It amazes me today when people complain about airport noise: they should send out some old Boeing 707s & DC-8s with water injection to remind them what it used to be like!
Those aren't contra-rotating propellors. The An-70 is the only production aircraft with propfans. McDonnell Douglas made an experimental aircraft with them once upon a time but never got any further than that
Unbelievably noisy. Why did sovietski's build such quirky a/c? Counter-rotating prop gearboxes must be replaced or overhauled every 200 hours. When they fail, it must be catastrophic, with ensuing fire. And you won't find one laying around in Havana.

I was comparing the AN-70 to the A400M from Airbus. A fully equipped AN-70 costs between 50-70 million USD. It can carry 103,000 lbs payload. The A400M costs 136 million Euros which is more than USD. It can carry 82,000 lbs payload. I believe this cargo plane would be more cost effective to the Western military, including the US. The C130J costs 62 million USD but only has a payload of 44,000 lbs. This is a viable alternative aircraft that saves taxpayers money. This is just my opinion.

Thats why they are flying all this fucking old Antonovs or Illyshin IL 76 as cargo aircraft. Looks great, but delivery delayed again till at least 2014. They are developing this plane since 1980th. One crashed another crash-landed. An-140 25 produced and 2 crashed. An 148 12 produced 1 recently crashed. Numerous of problems with all plains. Glory days of Antonow are back to 1960th, 70th and 80th. Looks like the best engineers long gone from the company. They better be still producing An-24.

At debut yes, but after the declaration from ukraine to join OTAN, Russia go out from the project.This is the only reason why the developpement is not achieved now

The only problem is the lack of finances, and now Russia is back in project, some ammount of money was transfered to Antonov recently.

Yes, i understand why :-) : this is the consequance of the last Ukrainian pro-russian elections...
In my mind, European union take i big (and very very expansive) error with the Airbus A400M: the AN70 is better in all factor (the A400m is only better in noise...) and 2x less expansive: a European cooperation with Antonov, and now all European countries fly on AN70 (built under license or not)...politics...

I see. That would make sense. It seems to me that Ukraine would benefit more from Russia's knowledge in aviation. No offense to Ukraine.

I think not knowledge but money
Transport aviation in USSR was created by Antonov. Even IL-76 was designed with aid of Antonov designers.
BTW, Ukraine proposes to replace long delayed IL-214/MTA by An-178. And work in progress now !

из силовой установки - там только пропеллер российский (тоже немало), остальное - Ивченко. A400 проиграл + акционеры влетели в копейку.
