They can't check every bullet, but they can see if the production line works properly. The ones, that fail the test are likely to be disassembled and recyled. After all, they are made of valuable metal.

Interestingly the ammo in this clip isn't 7.62 X 39. The cases are far too long. Also Russian military ammo for the period this film was set in used steel cases and they're always given a brown or grey or green preservative wash.
