Brady reported that Obama then told them about advancing the agenda "under the radar."

Any agreement or treaty signed by the US has to be ratified by 2/3 or 66 members of the Senate. They missed their best chance a year ago and sent their political clout passing obama care. But still at any time even years after a treaty is signed it can be ratified by the Senate when they feel the political conditions are good enough or they can hided it from the public.
