My Sunny does the same thing whenever my brother comes in, he HATES him XD; But he does it when he's being affectionate with me, too.

My sun conure does something very similar. They feel slightly threatened and try to puff themselves, extend and rock their neck back and forth and spread their closed wings to look bigger and more threatening. Basically you're right and the conure is unsure and is trying to bluff and look threatening to whatever is bothering it.
