It takes a few hours before their exoskeleton and wings are dry/hard. Until then, they can't fly, and moving around would risk damaging their wings. So they just hang there until they are ready to fly away.
I am aware of no laws in the United States regarding the capture of these insects. They are far from being extinct. And yes, these were released after being filmed.

I believe that the cicadas are of the Tibicen species of plebejus, you took them specially to film as they later emerge and to make with the video a Time lapse and thus see its evolution, because the truth you have had left very well, hopefully I I have a good videocamera and can make videos like which published ace of the cicada:) later you left them in freedom no? because these insects cannot be captured this in extinction danger.
