You can use a utility knife and a ruler. Many light strokes with the knife work better than few deep cuts. Or, if you have a Dremel tool, use a cutting attachment. I use squeeze clamps to hold the ruler to the cover while I cut with the Dremel. Don't worry about slight irregularities in the cuts. The paper will hide small imperfections.
So pretty! <3 I want to do something similar :) But I'll probably use an electric saw to cut the pages. :)

@Xirrjah I tried an electric saw but because I don't have a vice to hold it, the result wasn't very good.
