No, its because 360 is made my microsoft so it's vastly similar to PC which makes it easier to port to the console. It would take a lot more time to recode and make it compatible with the PS3.

I played on it when they were testing out the new stuff on the 360 but they were modding the maps. I swear things from Half Life 2 were appering in the game like the half life explosive barrels and the time limit went up to like 1000 min. And there were green guys going into restricted areas.
