The parole board recommended a commutation for Clemmons by a vote of 5-0, as did the JUDGE, which is extremely rare.
The real failure is the two judges in Washington who posted $15,000 bail for a psychotic child rapist.
If Huckabee cared less for himself and more for the GOP, he would have backed out of the race for nominee last year. Instead, he couldn't stand being behind the polls to a "Mormon"... even less losing half of the evangelical vote because they new Romney was the much better candidate.

Clemmons committed crimes while on probation, which is itself a serious crime.
Prior to Huckabee commuting Clemmons' sentence, Clemmons already had a history of violence directed at officers of the law. One of the charges against him was breaking into the home of an officer and stealing that officer's gun. Within the criminal justice system, he threw a padlock at a court bailiff, but missed. He hid a piece of metal in his sock to use in the courtroom as a weapon and he threatened the judge, all of which factored into the decision to run some of the sentences consecutively.
Most disturbingly, not only did Clemmons commit crimes while on probation (resulting in the probation being revoked), he tried to grab a gun from a guard while being escorted to a courtroom, in a possible escape attempt.
How many officers was he planning to shoot with that gun?
Did Huckabee assume Clemmons had no plans for the gun but wanted a souvenir?
