speed of rotation won't affect anything. the faster it swings by, the faster it would also return...so, in the end, the same amount of light reaches the plant surfaces.
i just bought an electric light mover i am on here at the moment just looking on the best way to set it up and came across your little invention well done mate would of never thought of it
