These lights are safe to work with but direct exposure like that is a bad idea. Outside you can get about 2 to 5 mW/cm^2 of UV radiation. Direct spot lamp as the one you are using can be as high as 6000 mW/cm^2. The adhesive they sell is high quality stuff. They also sell dispensers too, again all for industrial use. But for hobbiests you can buy the adhesive and find cheaper lighting solutions. The bonds created are some of the strongest I have ever dealt with.
I interned at Dymax and I thought it was a really cool company to work for, mostly because of how awesome the product is. The lamps are expensive but cheaper alternatives can be found, but wont cure the adhesives as quickly. The light needs to be something like a 390nm wave, or close to. I did want to mention that Dymax creates products for primarily industrial use. With that said, MMcGrewARIES, please use gloves.
Dymax is a company that makes both the UV Cure adhesives and the UV Light source. The Light Source is expensive, like $2500, but the adhesive is approx $40 per tube. They can help you choose the best adhesive properties and will loan you a machine to try for a short time unti you decide to buy. I do not work for Dymax... (Dymax is in Connecticut, 860-482-1010) Mike
