That's because Macs use different mainboards and they have some sort of chip on it PC's don't have. The installation will search for it, and if it doesn't find it, it simply won't install.
Though, there are patched installations, that run on any computer. If you want to know more about them, google for "hackint0sh".

You can't install Mac OS X right away on any PC.
