is that made out of a starter kit tank tread kit and a chain kit

When RadioShack had the fire sale on VEX, I purchased VEX kit, 2 tank tread kits, wheel kits, sensor kits, servo kits, etc. What you see requires 2 tread kits as you only get 4 idler wheel assemblies per kit and I need 6. The key is to have the center idler wheels slightly lower to support most of the weight; this helps the tank drive turn on carpet and grass.
