The responsibility lies with the bar owner, his management and staff. We'll also extend responsibility to the liquor industry lobbying organizations such as CHARR (Cabaret Hotel and Restaurant Retailers) and ARBRA (Alaska Responsible Beverage Retailers Association) both organizations which this bar owner has professional and personal relationships with.
@ziggyvision As a bartender, its my understanding the bar owners responsibility is that they don't drive home drunk. Public intoxication & urination is public indecency, that's under the jurisdiction of the police. Retailers are not responsible for ones own bad personal judgement. Your holding the wrong people accountable IMO.

I find it rather ironic that this group accepts the support of this bar owner yet turns a blind eye when it comes to operating a "responsible" establishment such as this one.
Depositing bodily fluids on my property is unacceptable an any level, how would you propose to solve this problem ?
Hmm. In my state, quite the opposite. Bartenders are not allowed to have intoxicated patrons on premises, regardless of whether they've been shut off or not, whether they have friends to keep them safe, or how they intend upon getting home. It is irrelevant. I'm not sure retailers follow the same policy, but I know the police in my community have actually created private do-not-sell lists for local liquor shops, names mostly composed of dual-diagnosis folks.
@Manimal347 That's lovely and all but why does everyone keep avoid the fact that local law enforcement is responsible for public decency beyond the bars property. They drove by a clearly publicaliy intoxicated man pissing in public and did NOTHING! From what we see in that video, nobody is holding anyone accountable.
@beast141 I also love it. Out of all the problems at exist in the world, urination is not near the top of the list. In fact I don't think it belongs on the list at all. I see no real issue with anyone peeing outside anywhere they wish. Urine is perfectly sterile.
Your problem is probably something to do with social stigma rather than fact based analysis. Get over it.
I love how the cop is sit at the light on the corner watching him, drives by and does nothing. Tax dollars hard at work.
