In Britain the game is known as Canis Canem cause they are more strict about video games. Thought "Bully " was too rough or something. The only version that is different is the SE.

Regarding the gold suit: I got 100% completion & unlocked all other clothes, but still no gold suit. Went back to a couple of the clothes stores to find it showed two items not bought (impossible for 100%). Obviously some glitch, I re-purchased items & viola: gold suit!

Make sure you really bought all clothes. Even if you're SURE you did, double check at all locations you can buy clothes (don't forget "Final Cut" in New Coventry). There seems to be some glitch in both versions of game that makes you re-purchase a few items of clothing even after 100% completion.
