Ok well I had the problem that my game kept crashing during this quest (when entering the 3rd shop my game crashed) but what I did was:

Download Dxwnd, and connect Bully to it, now do that mission and it wont crash, neither the game will crash that often anymore, you guys should try it too!

And one other action I did before that was: Run > command 'msconfig' > boot.ini > advanced options > maxmem (=1024, or the amount of RAM you have.)
