An Easter Egg could be any of the Wild Wasteland (Fallout: New Vegas) encounters, or a characters name. This isn't an easter egg, its just a hard to find sniper. But you were right about one thing. Someone found it and it spread across the internet.

its kinda useless, later in the game its in terrible condition, and not that rare, and early on in the game its gonna take a hefty pile of caps to repair, and has rarer ammo. but its still useful to get.

a good tip is to grab that then go to tenpenny tower and kill the old dude and get his sniper. more ammo and repair the old one

Terrible shotgun degrades too fast. I just use the plasma rifle on yao guai. One or two shots at the most puts them away. Them thar yao guai meat are gud eatin! har har har

problem is at that level you barely earn caps so the sniper that was in the rock was in poor condition its cooler to do the gary 23 glitch to get the re skinned sniper rifle from the expansion that would almost never need to be repaired that is what i did on my character

I found this rock by accident when I was about halfway through the story, which by then I was already like...level 12 because I got distracted by all the side missions. I was just walking on past megaton, hopping over a rock when I notice the A button flash up, I hit it and lo and behold there's a rifle and some other goodies in the rock.

I thought of that at first, but the letter doesn't sound in any way to be for something like an assassin. It says something like "Here's the stuff you asked for, if anyone asks where you got it, you just tell them your grandma gave it to you. Happy Hunting! To: S From: E" So this leads me to believe that whoever was supposed to recieve it was probably a kid and couldn't get his hands on a good quality gun.
