You could use a clutch of some sort, the simplest being two sheaves and a v belt. You can also change the gear ratio (technically speaking, mechanical advantage) to increase either top end or bottom end torque depending on whether you use a little sheave (you probably know them as pulley wheels) on the engine or on the final drive wheel.

This is what im going to do with my off road push scoooter ive just put a back sprocket off a bike on today. A Next weekend im gunna buy and old weed wacker and put the engine on its gunna be chain driven hopefully it will work because i am a novice in this are

18cc wont do much because i have a 20cc snapper leafblower on my my long board with wheels and my sister who is 80 it only pushes her like 6-7 mph soooo it might get you going that fast
