Technically, anyone could start their own country 19.4 km or more out to sea if they use sand/other nonlivinig building materials to actually make it (it would be an island) from past the 19.4 km mark. You could print your own currency, have your own laws (so long as they don't violate any international treaties), and even have your own anthom.
