There's still a difference between "effeminate behaviour" and the exaggerated behaviour of stereotypical homosexuals. What you're describing as "Gay identity" is nothing more than a subculture that only a fraction of homosexuals try to adapt to, and fit in. Also, homophobia cannot be legislated. We can't change peoples minds, and apart from marriage, gays enjoy all the rights straight people do in the west.

There is nothing wrong with effeminate behaviour - why it would offend you, I have no idea. perhaps you're just uncomfortable with the whole camp genre of expression, which became so popular in the 1920's. Relax - it does not affect anyone negatively, and it certainly does no harm at all. Like butch, or macho behaviour, it is simply a mode of expression. There's nothing sinister about it.
Also - GLBT's do not enjoy the same rights. AND - you certainly can legislate against homophobia. It's called hate crime, or vulnerable minority protection legislation. Many, many countries have such laws (especially the more advanced democracies), and it certainly improves the lives of those minorities, and prevents homophobia.
Recognition, appreciation and acceptance can not be legislated by governments, it must come from the people. And if it doesn't, there may be a reason for it. That was my whole point. Of course you can change how open minded people feel about certain things, I've never denied that.
