@RedRoosterRoad To answer your 1st question, yes-That was whipped cream and surprisingly, in my opinion, it brought out the saltiness of the butter. Similar how Chex Mix Sweet'N'Salty tastes. To be completely honest, I'm not sure exactly how the DFB is made. I think they squeeze-filled the churro with butter, deep fried it and served it with whipped cream. I've seen other videos where it's dough balls with butter pats. To answer your 2nd question, I don't remember to be honest. I believe so.

@RedRoosterRoad Google making chocolate covered bacon and search for an easy recipe The one I read said to bake 6 pieces of bacon till crisp, put on parchment paper(after paper towels soak up the grease), using a double boiler, melt some Tollhouse morsels and with tongs, dip the bacon in the melted chocolate and put back on the parchment paper in fridge. Fairly easy. I might try it someday myself. Let me know how it tastes. :-D

You can see a video of 'em by typing in DEEP FRIED BUTTER in the YT search bar. The ones you see me enjoying are similar. They take mini-churros and fill 'em with liquid butter, seal 'em up, fry 'em and serve 'em over a bed of Mexican Funnel Cake topped with whipped cream. Keep searching and you'll find a how-to
