And while Batman is a franchise mostly made for a male audience, they simply didn't give room to the few existing female characters from the Batman universe in the movies.

Thing is that Harley can't ever fit into the new Batman movies cause they've changed everything about Batman. Batman stayed relatively the same but The Joker is completely different from his comic book personality. So was Ras'al Ghul from Batman Begins. Ras was imortal with his own army in the comics and The Joker was a mad man who saw life as one big cruel joke and decided to try and bring laughter to the world with his own wicked sense of humour.
