Richard Nixon, former US President. I'd guess they were taping this episode just before Nixon died. He had a stroke and was in a coma. Hence the "Oooo" from the audience, joking about him when he's dying.

Clive says "It's topical now, it'll be great in six months time when this goes out...". He means the joke might not work when they broadcast the episode later on. Tony responds "He'll soon be dead", meaning dead or dying the joke works either way.
