Put his cage, rings, swings in front of windows, buy him a lot of toys (including chewing toys), let him come out of a cage for as much time, as possible. Protein diet, Pluck no more and aloe vera solutions help.
Well its a long story really. He is 12 - 14 years old and hes lived with my family for all his life. When he was about four he went to my uncle and lived there for the next 10 or so years so when we got him back he was still pretty used to my uncles house. So, Greys , at least mine pluck their feathers when they are really stressed. I think he did that cause he was stressed cause of the new family.
If he bites you dont give him the attention of saying "ouch". If you associate getting ignored with biting he will stop.
