The woman is absolutely right: kangaroo court is precisely the right term for condo associations. I'm fighting them right now with a VERY VERY powerful organization behind me. In my case the president of our board has an OBVIOUS conflict of interest and management firm claims the PCAM -- the highest credential offered by the CAI -- and the CAI confirms that the credential claim is phony. This is very common, among other abuses.
Conveying that the source of problems begins in state and municipal involvement is enlightening. The fact that some areas disallow subdivisions unless an HOA is in place basically places the responsibilities of govt. on the homeowners.
The woman speaker makes a good point in that a board is cop, judge and jury. Not all boards are bad, but there are few checks and balances to mitigate bad behavior and the recourse by members seems difficult and costly.
