The problem is that Handicapped permits are given away like candy. For example, you can get a handicapped permit simply for being old, fat, or black. All you have to do is mention ANY disability (a toothache for example) and BING here's your permit. If you are black, no disability is required at all. You simply are given one for asking. The law needs to be changed so MONUMENTAL effort is required to get a permit as well as getting one renewed.
I have been cussed, threatened etc for taking videos of people abusing handicapped parking here in San Antonio. My wife is handicapped, thats what made me notice this so much. I have only gone out about 5 / 6 times from Dec. to Feb and have about 30 videos of the dirtbags posted or scheduled for my website unfrackinbelievable com. The new $500 Texas fine may help, but I doubt it...Jim
If the officer shows up while you are preventing this person from leaving the disabled parking space, you will be lucky you aren't arrested for false imprisonment (Penal Code 236 PC) AND you open yourself up to civil action. You can only detain someone IF they have committed a misdemeanor or felony in your presence not for this simple infraction. I am a huge ADA advocate and completely understand your frustration however you need to remain within the law of your actions.
@inflatablegames I encourage you to continue to contact local law enforcement when you see people that do not belong in disabled parking spaces however do not block them in or you may become the one defending yourself in a criminal case.
I park my Chevy Suburban right behind the law breakers and TRAP them in, and will get out and say i will be only a minute, then I call the police and report them for parking like that, REMEMBER the STORE/COMPANY the parking lot is for can call the cops for you also.

My daughter needs a space. The other day she was towed out of a regular parking space. While the person who didn't have a placard in her handicapped space did not get towed or ticketed. Turned out it had been HER boss parking in the spot her boss laughed it off and said "Sorry I didn't want to walk from the street" KNOWING my daughter is handicap and CAN"T physically walk from the street. My daughter's boss cost her a tow $300 wich is more than a week's paychack.
where I live its gotten out of control. Simply too many spots reserved and nobody ever using them. Think 10-15 yrs ago when many handicapped patrons were still driving....now because the prohibitive cost of vehicle maintennance and insurance premiums lessthan a third that number still do, but now there is 3X the reserved spaces always empty
A Handicapped parking sign does not signify that this spot is for handicapped people. It is actually in fact a warning, that the spot belongs to Chuck Norris and that you will be handicapped if you park there
