naruto never had 1 tail before fightin sasuke at the waterfall, the tail first came out because of his anger at sasuke for leaving him, sakura and the village

but he did dip into the kyuubi's power before that, just never got a tail

The chakra cloak is when his whole body is covered in basically Kyuubi's liquid chakra. The first form (that doesnt produce and tails) increases his healing abilities, fighting ability, and his form (red eyes, etc...). It does NOT harm him in any way until he faced sasuke and used the actual fox cloak to fight him.

When the kyuubi gives more chakara than narutos original chakara the first tail apears. Obviously the tails apear due to narutos anger. However that is what the Kyuubi's chakara mostly is. Angry and evil. So naturally ^^ Hope that helps. Obviously when he gets 4 tails the chakara becomes to much and well \o/ il leave it at that for thouses who have not
