Dude you gotta go into the zone, kill the ghosts BUT NOT THE TANKS and then either pile up a couple of vehicles and jump onto the silo from them, grenade jump, or double jump off a friends head and it should be there. If you kill the tank it will despawn

To get the skull "Catch" on The Storm you don't have to do a grenade jump if you don't want to... I didn't cuz I suck at them. What I did was I got 2 ghosts, and put the 1 on top of the other (be sure to place them on the side with the higher ground, and be sure the one is directly on the other). Then jump onto both of them, and all you need is a normal jump to get onto the silo.

Took me one try, but it could take longer for some people
