@thakillerduckjwz There is an unofficial patch somewhere that adds an option to use UDP or TCP to connect, you can use a program called Tunngle to play multiplayer but you need to forward a port. There are other sites which let you sign up and connect to a replica of the old Westwood online.

And no, they couldn't take down any sites. However, it would allow them to take down sites based/hosted in their own country. YouTube is one of those; even though it has data centres worldwide, it's based in their jurisdiction.

Also, it's important to remember that the United States controls the Internet. So if they did pass SOPA, they could in theory pass further laws to extend their reach.
