It makes her run alot faster, also gives her unlimited fire eggs and has the ability to breathe fire, which are used a few times to shave a few seconds off of the total time.

He does that, because it can help him warp to places without having to walk there, which makes the speed run faster. For example, at 1:57 he kills himself, so he'll end up at the Split Up pads instantly.
