legendary pokemon in the games CANNOT breed as the idea was that they are legendary and unique. Also, they were genderless so they cant breed with another of their kind if imported into a game.

You know, just because Legends don't have genders in the games doesn't mean they can't have them in the anime. After all, in the games Pokemon can only have four moves, which we know isn't the case for the anime.

Also, remember how in RBY Mew gave live birth to Mewtwo? Kinda hard to do if she wasn't a female, don't you think?

Maybe it's a bit like in The waterhorse how Lugia will produce a child when it feels like it's time is up and there can only be one in the pokemon world at any one time....so it's raising a baby to take it's place as a legendary? Just an idea though.

Legendary pokemon are basicaly Gods of the pokemon world. I think that they are both male and female...a bit like lizards because they can have young without breeding...so it makes no sense for there to be a mother and father since Lugia has no sex, but obviously because it is a legendary it can have young and produce a young lugia asexualy :) It's so cute to see a baby Lugia though.

yes, but the adult lugia with silver is the same one from the movie. That's not silver's mother, that's silver's FATHER! : ) Legendary pokemon are the gods and goddesses of the pokemon world, so there doesn't necessarily have to be a mother AND a father....

They are 2 different Lugia's. The one here with mama Lugia and baby Silver, and the male in pokemon 2000. Maybe the male in pokemon 2000 is Silvers father. Thats cute to think about ^-^

@blaria95 There's more than one Lugia, they're extremely rare though. There's only four and they are Lugia, Legendary Lugia (the one from the movie), Baby Lugia, Shadow Lugia (A dark clone), and Dark Lugia (another baby of Lugia).
