@maplestory508 nope, their 2 different type of chakra manipulation. The rasengan is shape manipulation taken to the highest possible level. It based on 3 things: power, rotation, and compression. Chidori is an advanced form or nature maniplulation that focusses the users own nature affinity. In addition, Raikiri is a little more advanced that Chidori because is also applies shape manipulation to increase or decrease the electromagnetic field around the user.

I know that between the game, manga, tv show, and the movie that there have been only 3 successful nature manipulations with the rasengan: fire by Jiraiya, wind by Naruto, and lightning by some other guy I can't remember (who isn't Kakashi) Its seems to me like the user only has the slightest ounce of a chance if their using their own element.

I do know that when Kakashi tried to use a Lightning Rasengan, he failed, so instead used the shape of a chakra blade infused with his lightning, thus creating Chidori, and then cutting a bolt of lightning in half, upgrading to Raikiri (Lightning Blade/Cutter.)

So far the only "lightning" dragon technique I know of, aside from the one used by Kumo Ninja in the Manga, is the Thunder Dragon created by Raiga (from an Anime filler) with the Twin Thunder Fang Swords. He charges lightning into the blades (kinda like with Sasuke's Chidori fused blade) and creates a giant dragon. But that doesn't mean what you saw is wrong. However, if it was a fansite, the keyword there is Fan, which means fan-made, so it may or may not be legit.

Rasengan is just plain "wind element" that could be customized according to what level ar type of chakra u use,an example is that Kakashi can copy Naruto's Resengan and os we could mix it with other element such as "lightning element" ( chidori and resengan" .. and so there's Rasen-Shuriken which is Water and Wind element

For the first: Noone has said that Jiraya can use lightning or wind in the series.

For the second: Jiraya is a specialist when it comes too useing fire and earth jutsus when he cooperates whit the Frogs. What I mean is that he has Earth and Fire Nature.

For the third: It is rlly unusual for a ninja to be able to manipulate more then 2 elements. Jiraya is not one of the exeptions.

Actually, yes it does exist.

The Fuuton Rasengan is the Rasengan but it requires Nature Transformation with it, and in this case the chakra's element is Fuuton. It is a lesser form of the Fuuton Rasenshuriken.
