Its caused when the back of the roof of your mount gets too cold. There is an artery there that supplies blood to your brain. (right where the roof of your mouth gets soft in the back) Just don't get ice cream on that spot and you are fine.

The snapping puts sudden pressure back on the nerves in your mouth and head causing discomfort. Even if you don't get ice cream on the roof of your mouth you will still suffer if you eat it too fast. Do yourself and every one else a favor and do not try to explain some thing without fully knowing it. I mean this in the kindest way plausible.
