why would the 2nd film need to explain people again? that would be unnecessary. if you were to show The Two Towers and explain the origins of the hobbits again during that movie even though it was already explained in the first film, the audience would say "why the fuck are they doing this again? this is just boring and adds nothing to the story." The Empire Strikes Back holds a steady pace because filmmakers know that people would not pay to see a sequel if they didn't see the first movie.
This is personal favorite Star Wars film as well. It's the most dramatic and mature of them all. And you're right about the special effects looking better than in a lot of movies today. CGI tends to look somewhat cartoonish when overused. The best use of CGI is when it's used to enhance practical effects, which were used in this movie, and to remove any technical flaws that might show up.
