From a practical point of view, having buckles makes sense considering the speed at which Sonic is capable of running. He would want his shoes to stay securely fastened. I think having the same number of spikes as the modern version makes for better continuity. Besides, in the classic games we pretty much always saw Sonic from a side view

Sonic the Hedgehog's final design which you see in the Classic games (Yep that was the same design as you see in the usa boxart), cartoons and comics. Madeline Schroeder an American who worked up at SEGA of America was the one who design the Classic American Sonic. SEGA of Japan made their own Sonic that was only seen mostly in Japan. Sonic was mainly made by Americans.
