My Weakened Soul debuff won't show up when I activate Power Word Shield. My dots show up and renew but not Weakened Soul. Please help.

I assume you mean when Immo, isnt active. Youd need the Activation tab to include: by 'debuff', 'not active', and 'enemy target'.
