They are whitll wings (something like that) You get them at level 100.. :)

Just reach level 100 and go to your room and click game achievements and then go to rewards.. You should have a title and the reward will be the wings :)

There is also one more way to get the wings.. On the last mission where you fight Helga her 2 helpers (the robot dudes) sometimes will drop these wings..
