its mainly a south indian dish. In south india there are two types of sambar made in south, 1 is to eat with breakfast like, idli ( steamed rick cakes but not sweet ) and then there is dosa ( pancake like thing not sweet again) and fried vadha (this is especially made in south to eat with sambar not like the other vadha's) and there is lunch sambar this is made with different vegetables in a different way altogether. Sambar made in south india is not sweet its very spicy . take care.
