@biginvt61 I believe it should shock people that millions of dollars are given to the directors of these facilities and this is what they do with the money intended to care for children! The fact that these places remain open for years, without an investigation or reprimand should shock everyone.

The primary difference is that these children did not do anything wrong to be placed into foster care. No one hears these children & by the time they are grown, the damage is too severe.

Camp owner cried and told of a wholesome life she gave children, how messed up the kids were.. She thinks SHE is a Victim of the Comptroller's Report!

Kids, not the owner, lived in the elements 365 days and nights a year. Worse than a homeless person, kids held against their will, with nowhere to go.

@594JLP Many of the children are not forgotten by anyone except the state actors. Sure, some are entirely abandoned by family and many times, the Agency makes family involvement impossible. Four young boys are biding their time until they age out of the system.

Meanwhile, the TX Dept. of Licensing clears the way for convicted criminals to pay $25 and have convictions assessed for licensing purposes; effective July 1, 2010.

We created this problem! People are having children that do not have the physical, mentalor financial ability to support them.

'No fault' divorce, the 'free love' and sex generation (hippies) and Progressive movement have created a whole generation of unwanted children.

@cksilverado1 There is an issue in religious' demands that families not use birth control, teaching that breastfeeding is the only godly sanctioned form of birth control. When people lose all common sense, allowing the church to dictate how many children families who are poor as a church mouse have, the church should support the huge families; imo, oc.

@cksilverado1 Not all of them are "unwanted" children. Some are children who have been torn from loving homes because CPS has made false accusations against their parents. This is especailly easy to do if the parents are poor, and lack the resouces for competent legal representation.

When we are forced to deal w/ such extreme adversity as kids, we have an insight into other childrens' worlds, unlike the "virgin" worker, graduating w/ a degree in German studies.

Every Stat and most pictures, are straight from the Forgotten Children' Report, 2004. Contact the Texas State Comptroller's office and request a copy of the Forgotten Children's Report, of 2004. Had I known the new Comptroller would take it down, I would have put it on our server. It was in PDF format and I have it in book form.

This precious child with a broken femur believes the agency and their contracted staff are wicked. She is crippled for life because CADI did not do a background, CADI did not obtain medical care, and CPS did not care.

My husband and I are in the process of becoming Foster Parents in Washington State. Watching your video brought me to tears, how and why would anyone let kids live like that? We became Foster Parents to help children & love them while their families get the help they need to be able to take them back home, it seems like the people in your video were in it for the money, and that is truely sad!!!!!

As you begin this journey into foster parenting, be aware that you are placing yourself and your own children, if any, at risk. I know hundreds of foster parents who have had wrongful allegations leveled at them, and this is as bad as what many parents go through.

Be careful with your family, and love the children regardless how unloveable they may behave.

Children in foster care hurt, and have been given too much info by caseworkers.

There are pictures of properly run facilities but the state doesn't use them, partly because they are free.

Report these people to the local building department. There are tons of building code violations left and right. Who owns this facility? If you don't know, give me the address and the name of the county and I'll find it for you.

CA - We thought this to be a good idea and began investigating according to building codes, but the codes do not apply to County land, outside the city limits.

The Violation of Minimum Standards is pervasive and are listed on DFPS web site, but NO ONE will enforce Policy and Procedure.

Unincorporated areas outside of the city limits are under the jurisdiction of the County building department. You should contact the County building department to file a complaint about building code violations. A registered letter will almost force the county to shut them down.

CA - What a superb idea and I cannot believe that I had not previously thought of this!~ I have had problems in County offices in San Antonio Texas and was informed I would have to contact the police and if the county police determined the facility to non-compliant, the County would file a report.

The County did nothing.

Now I will try this in other counties!~

Many cannot believe these are real places for foster children, who are in foster care through no fault of their own. These facilities are often used to hold children because there are not enough foster homes, so the agency states.

I know many truly wonderful foster parents who take on children with severe disabilities and they do so out of pure Love. Unfortunately, they are rare, but when girls produce 8 crack babies, this foster family is thrilled to care and love the child back to health.

These are real children, and real places of facilities that are licensed by the state of Texas to care for children in foster care. The facility that hired an ex-con, who knocked this child down the stairs, in a fit of rage, breaking the child's femur at her hip joint! The femur is the strongest bone in the body. Leaving her for two weeks without proper medical care, caused an infection to set in, Osteomyelitis. No one was charged with a crime. Genesis Black was not investigated.

CPS respects no one; foster parent, grandparent, mother, father, sister, and brother, (rich, poor, and all in between) we are at risk of a false allegations; met without due process.

@CPSSucks When parents kill their child, the remaining children need a safe home. We know a few foster parents who love and properly care for children. Until the Agency is brought down around itself, the Agency will continue placing kids in random and unsafe homes. With families' split apart, finding kinship requires work the Agency is not willing to do.

IF the Agency takes a child, we prefer to request a safe, loving foster home instead of emergency shelters and strangers.

I would not recommend using violence to fix any problem. I understand the feeling of wanting to lay a serious hurting on someone, but to act on such would lower me to their standards.

Stand up, speak out, help others, and even if one child and family can be helped at a time, this is a start.

I fear she was the last person who truly cared, and cared enough to risk her political career because children are important to her.

CADI, Child & Adolescent Development Center, in Houston was closed down. One of the wilderness camps was also closed down. The rest of the facilities shown in these pictures have not been shut down. How many children have to die before a facility for foster children is closed? Two? No. Three???

My sister in TX knew a person that was having financial problems so she decided the way to fix her problem would be to become a foster parent! The woman has relatives w/all sorts of criminal histories. My sister convinced her not to become a foster parent. She did it by telling the woman all the neg. things it would bring to HER life. To have told her not to do it b/c it was wrong to the child wouldn`t have convinced her. This is the sort of ppl foster parent programs attract, ppl who need $.

The only way things will change is if ppl raise their voices. Ppl can`t count on the gov. Look at the Pres. campaign, candidates talk about "fiscal responsibility" yet get 20million in debt and expect tax payers to bail them out despite the fact they are rich and kids like this are left suffering. Then they talk about being there for the forgotten, yet all they care about is trying to bride the superdelegates with expensive gifts and dinners.  Videos like this make me really sad.

This isn't just one facility authorized to care for children in state foster care; these were a random sample! Just imagine if we could get photos of the ones that are so far hidden from public view; no one can get close enough to take a picture. We pay MILLIONS for this kind of "care."

If Children were Animals, people would be screaming from the roof tops, actors and public figures would get involved; but they are "just" kids!~ This is SICK!~

There are similar concentration camps in Canada, where kids as young as 12, taken from their homes on allegations of abuse/or abandonned by their parents are incarcerated with common criminals, murderers ,rapists and gang members.

I have witnessed a few of these places myself.

Thank you SuperPais. Hope4KidZ primary focus is residential state foster care and we chose Texas because TX ranks 48th in the U.S. in the care of our children. 

We continue to help people, including our friends across the pond, and I am all about the children. When children are removed from their homes in order to protect them, if we cannot ensure their safety while in foster care, the children should be left alone in their own homes.

The changes are so slow they are almost indiscernible. New laws are great, but if there is no enforcement of the laws to protect these children, the laws are as useful as the paper they are written on. We will continue to work toward change, even if we work one child/family at a time.

Not all situations work out well, but.....

The real "paycheck" comes when a child grows up and writes to H4K, and we learn that H4K made the difference that child needed.
