  • Nop, I use the republic government to spam settlers but I did not use the Mega city strat in this game. I use the cultural race, so I receive a lot of Great person. Most of the Great Humanitarian and instead to settle in one city, I used him to grow +1 all my cities. Plus harbor is a big boost to make you cities grow faster without the Mega city.
