Though more training will help in all instances, due to budget cuts departments are offering very limited range time and training time. Some departments offer only once a year training, after the academy. And others offer once a month. It should be weekly.

Yeah, the cop is right. There's not much on a police car that will stop a rifle bullet. Hollywood has really over dramatized the power of a pistol. Although pistols are deadly and have the ability to incapacitate, most pistol gun shot victims die on the way to the hospital or waiting for the ambulance. Rifles on the other hand are devestating. I always like the quote from Jeff Cooper. I paraphrase, "Pistols are for fighting back to a rifle you should've never been without in the first place."
